LAMcB got it - it's an engine governor. Runs off the belt, hooks to the throttle linkage. Land Rover. For when you want to park it and run a generator or other accessory at constant speed, or if you have it registered as a farm only vehicle that can't do over 45.

LAMcB got it. It's actually kind of stupid. You see how the lever on top moves a cam? That the other arm then stops against? It's a speed governor. Pulley spins up, causes the arm to choke back and close the carb until it hits the cam anytime it starts to speed. Engine speed falls, lever moves to open the carb.

I thought British cars already had a speed governor in the form of a hit-or-miss ignition system. Not that it was intentional, mind you - Lucas said "it's not a bug, it's a feature."
